I just found out that the Rosarito Beach Visitors Bureau is now offering a FREE discount card for a variety of hotels, restaurants, spas and retail stores. You can get order the Distinguished Visitor Card at the Rosarito Beach Visitors Bureau website and have it mailed to you. There are some pretty good deals in there too!
